A COMMISSIONER FOR OATHS IS SOMEONE WHO ...

  • is certified to endorse affirmations and declarations; they can also take and receive affidavits or administer oaths.

  • affixes a stamp certifying that the required oath, affirmation, or declaration has been properly administered.

  • does not certify the truth of the statements contained in a document; this responsibility remains with the client.

  • is not responsible for the content of the affidavit; it is the responsibility of the person whose signature is being commissioned (i.e. the client). 

  • is not a Notary Public. A  Notary Public  has all the powers of a Commissioner of Oaths, and can also endorse documents to be used outside of the Province. A Notary Public in Newfoundland and Labrador is generally a practicing lawyer and can witness, certify and attest business documents, contracts and property deeds.  It is the responsibility of the client to ensure a Commissioner for Oaths can sign the documents.

Meeting

THE CLIENT

The person swearing or affirming to a document must appear before the Commissioner for Oaths. Proper identification (photo ID) such as a valid driver’s license, current passport, permanent resident card or any other government issued photo identification must be presented as well as the completed affidavit with the exception of the signature.  The signing of the affidavit must be completed in the presence of the Commissioner for Oaths and cannot do it virtually.

SCHOLARSHIP

June 2026, I was proud to establish the inaugural LIFT Scholarship through the Association of New Canadians (ANC) in Newfoundland and Labrador, an annual award created to support Newcomer learners as they pursue their educational goals and build successful futures in Canada. I see firsthand many of the challenges Newcomers face as they settle into a new country.  I recognize the barriers that Newcomers often  encounter as they build their lives in Canada—barriers that many of us rarely have to consider. Inspired by their determination and resilience, I created this scholarship to help support their educational journeys.

This year, we are  pleased to recognize Mahasin Omer Domi as the first-ever recipient of the LIFT Scholarship. Mahasin has demonstrated commitment, perseverance, and a strong dedication to her educational goals—qualities that reflect the spirit and purpose of this award. As the inaugural recipient of what will become an annual scholarship, Mahasin sets a wonderful example for future learners. We congratulate her on this achievement and wish her continued success in all that lies ahead.
